Ex child welfare worker arrested in Carlisle after offering drug-free urine for sex

CARLISLE, CUMBERLAND COUNTY—

A former Florida child welfare investigator was arrested Friday in Cumberland County for soliciting sexual favors from a woman for his drug-free urine. Andrew Thomas, 31, was taken into custody at a home in Carlisle along North East Street on a warrant charging him with bribery by a public servant, official misconduct and falsifying reports.

The incident happened back on May 8 when Thomas was working as a Florida Department of Children and Families Investigator. The 22-year-old victim told police that Thomas visited her New Smyrna Beach, Fla., home and needed a urine sample for a drug test so that he could close her DCF case.

The woman complied and Thomas claimed it tested positive for drugs, police said. Thomas said the results looked bad for the victim and he would need to notify her probation officer unless she agreed to do sexual favors for him, police said.

The victim notified Thomas' supervisors at DCF. The next day Thomas submitted a letter of resignation, stating that he was moving to Pennsylvania to be near family, police said.

Thomas was arrested and taken to Cumberland County Prison. He is currently awaiting extradition back to Volusia County in Florida.

Police and Carlisle School officials delayed the release of students at LeTort Elementary and Lamberton Middle School on Friday until Thomas was arrested.
